About the event
Every Shabbat in Shul, we read a new portion ("Parsha") of the Torah; While we benefit from reading and listening to the Parsha on Shabbat, there is nothing like doing that after having reviewed the portion in advance. That is probably what is behind the idea of "Shnayim Mikra". Those words are taken out of the Talmud's dictum that "One should always complete the Parasha along with the community twice in the original Hebrew and once with (a) translation."
